Rose Point Water Betterment Set at Half the Original Estimate
WAREHAM, MA –  The Wareham Fire District Water Department has completed computing the costs for the Rose Point Water Main Expansion Project.  “We are please to report that the project is now finished and was completed on time and under budget,” said Water Superintendent Michael Martin.   As a result, the water betterment to be charged property owners will be $7,054, or almost half of the original betterment estimate of $13,437 put forth in 2003.  
In April 2003, voters approved an appropriation of $2,920,000 for expansion of the water system across the Weweantic River to the residents of Rose Point.  The final cost of the project is $2,477,146.  However, the betterment charge apportioned to this project is only $1,989,103.  That cost, will be split among the 282 property owners identified as receiving direct benefit from the improvement and who are listed in the final Order of Assessment recorded at the Registry of Deeds.
The difference between the project and betterment cost results from reimbursable costs chargeable to other projects.   
The project included “directional drilling” under the Weweantic River for the water and sewer mains.  The Town reimbursed the District $344,168 for this work. Also the District employed the same driller for the pipe work under the cranberry bog spillway on Blackmore Pond Road. The $143,873 cost of that operation will be charged to the Blackmore Pond Water Main Project which is nearing completion.  
According to Martin, the Rose Point Project, with its two water crossings, and the I-195 overpass crossing, was one of the most complicated water main projects he has ever overseen.  “It’s a tribute to the cooperative effort between the Town and the District, their engineers, and all the contractors involved, that this project finished $440,000 under budget,” he said.
Property owners can expect to see the betterment charge on their property tax bill in the near future. The assessment will be posted to the property tax rolls as soon as the District’s Clerk/Treasurer completes the borrowing and commits the assessment to the tax collector’s office.
