b WPP Public Communication Strategy:

i. Messaging needs – review bulleted info summary.

1. Facts – reason, cost/benefit, rate impact.

ii. Proactive Messaging versus Reactive Messaging.

iii. Transparency / Consistency.

iv. Suggested Strategy, Methods, Timing.

6. Contracts/Equipment:

9. Executive Session - Exemption No. 3: To discuss strategy with respect to collective

bargaining or litigation if an open meeting may have a detrimental effect on the

bargaining or litigating position of the public body and the chair so declares.
